Ignition lock out, means that the heater had three (3) separate attempts to fire up, and NO ignition.
After three attempts, with no ignition of main burners, you will get the fault code. You clear this by cycling the power off and then back on. You may need to do this 2 or 3 times. Some times air is in the main gas supply line?
Or, ...
Because we are human, we tend to make mistakes, and may overlook the obvious... is the gas valve in the on position? , and is the gas shut off valve on the supply line, open?
if the obvious is all good, then continue with your troubleshooting, next up would be to check the hot surface igniter.

Why does my hayward heater have a if error code

the code is IF. it stands for ignition failure.
If the control exceeds the maximum number of ignition retries or recycles the heater will shut down and go into lockout. Automatic reset is 60 minutes.

Troubleshooting blink codes

There is actually a legend on the ignition control module that you see flashing. This is a very basic troubleshooting code, usually it blinks 3 times, meaning ignition lockout (heater tried to fire unsuccessfully 3 times)

Ignition Lockout on this unit means #1 that it is set up on propane. If you are low on propane, or were low on propane and just refilled, low/no gas pressure could be the issue. If you ran out of propane, thre is now air in the gas line that needs to be fully blead out.
If propane level is not the issue, replace the ignitor.

The ignitor on these units is also the flame rectifier (flame sensor). If the unit is firing up, but the computer thinks that it is not, then it is not sensing a flame. Replacing the flame rectifier/ignitor will fix the problem in this case.

The users manual for these pool heaters is very thorough and address this problem in the flow chart. Try that and see if you get the solution you are looking for. A lot of the questions needed to troubleshoot cant be answered unless you are looking directly at the heater.
