I painted the floor & my hot water heater (Rheem PowerVent, 40 gal residental) vapor sensor is on lockout-safe mode & I can't figure out how to fix it?

The water heater is locked out. The following process should reset it.
1. Reapply power to the water heater and wait for 3 seconds for the system self-diagnostic check.
2. Within the first 30 seconds, the temperature dial must be rotated back and forth crossing the 120
degree mark at least six (6) times. This will reset the control and display a normal flash code
(slow blinking).

I looked up the water heater and I read the whole user manual for this system and it does not state how to reset the unit. It probably won't reset until the paint fully dries and it doesn't have any "vapor" left to sense. You can try unplugging the unit and leaving it unplugged for a few minutes and then plug it back in. This is unfortunatly a side effect of these "safe" units. I really hope this helps.

It is unlikely to be the hot water heater causing the smell, it is more likely the input (the well water) having excess sulfur, bacteria and/or organic material

Because it sits in the tank longer, the smell accumulates. If it is a bacterial source, the hot water tank may be a breeding ground for anerobic bacteria. Draining and doing a disinfect with Hydrogen Peroxide (H2O2) is the easiest and safest step

Detecting gas and won't light

Open following link for troubleshoot error codes showing 7 flashes on Honeywell gas control valve is system lockout due to flammable vapor:

The FV system in Rheem can be tripped by presence of flammable vapors such as gasoline or paint fumes etc, or it can be tripped if water heater was dropped, or mis-manufactured, or if gas control valve is defective, or if water heater is not getting adequate fresh air, or there is inadequate venting of combustion by-product.
When combustion chamber overheats, then glass vial breaks and damper shuts off air supply to water heater and it will not light.

We have a Rheem powervent gas water heater (50 gallon). We can't seem to get the pilot light lit, it won't light at all. The Flammable vapor sensor code flashed. We had a fire in the basement but the tank...

yep, for certain it is the vapour sensor tripped by the paint fumes. I work in the hvac field, on service and at least half a dozen times a year, i go to no hot water calls, due to the sensor being tripped off by kitty litter. the sensor is designed to be as failsafe as possible. Any slight detection of vapor, that could potentially be combustible and the ignition sequence is locked.

ECO failure. Replaced the gas control thermostat & vapor sensor

It sounds like your gas/air mixture needs to be adjusted. The flame should have just the slightest amount of white, at the very tip. The rest should be evenly blue. There is an air vent adjustment in the line to the burner, right after the gas input.
