The fan at the back of the pump seems to have completely siezed up and won't rotate if I try to move it. There is lots of limescale build-up around the pump. Is there a way to treat this problem?
The fan is connected to the armature of the motor and if it will not move then the motor is seized. Possible because the seal in the pump has failed and water has rusted the armature to the fields of the motor. Suggest you consider a new pump unit.

It seems one of the idler pulleys have siezed up, or perhaps one of the spindles. Un-tension the belt, and try to rotate all of the pulleys by hand to see if any have siezed up or are binding, as those will heat up under operation and stop, but may rotate stiffly when rotated cold, by hand.
1st, test the water pump and make sure with the belt off, that it turns freely now that you've installed it. Sometimes the impeller is not pressed on completely, and these don't turn properly.
Maybe you did this but just in case:
Always free spin anything installed , IE: water pump, oil pumps, alternator, generators, camshafts, crankshafts, etc., before moving to the next step.
2nd. Verify the belt installation. With today's serpentine belts, a wrong turn may cause the pump to run backwards, but seem correct. There should be a specific diagram under the hood or on the fender.
3rd. If the Belt's OK, Pump's OK, and you have properly installed the new Thermostat. (I have seen them installed upside down and they won't work that way.) If you filled it properly, making sure it was 100% full, then you may be dealing with a blown head gasket, cracked head, or a cracked cylinder wall.
you may find that the water pump is not operating properly as the first fill of water is normally pumpt out first before the wash fill is started unplug the machine and take the back panel off and locate the water pump and check if you can move the cooling fan at the rear of the pump freely if not the take the water outlet pipe off and remove whatever is stopping the rotation of the pump replace all parts and run the machine to see if the fault has been found and cleared eric
