Cynthia,
A manual power jack is something man power is required to lift..
Example of such are small and medium jacks used for lifting car and trucks , also hand pallet trucks etc.
A power pallet jack is something to lift weight by battery 24vdc power to drive the hydraulic pump that power is created.....

As the name suggests, for manual pallet jacks you walk behind the forks and pump the handle to raise them/lower them. On powered, or electric, pallet jacks, there is a throttle for moving and a lever for raising/lowering the forks. On some powered pallet jacks, there is a platform for the operator to stand on

Different Types of Fork Lift Trucks
Forklift trucks are very powerful industrial trucks that are used for
both lifting and transporting of materials. These days building
projects all use forklift trucks.
There are many different types of forklift truck. Here are some of the
most well known;

Electric forklifts - these forklifts are powered by lead-acid
batteries and includes scissor lifts, stackers and pallet jacks

Sideloader - this includes both Stand on End Control and Sit Down End Control.

Hand pallet truck - a pallet truck that is usually electrically powered.

Truck mounted forklift - usually a diesel run truck.

A small percentage of the forklift truck market includes high-end
speciality trucks.

In more recent years, Automated forklift trucks have been developed in
order to try and reduce the wages paid and operational costs of
running regular trucks. The popularity of automated forklifts has
grown massively.

Pallet jack will not go down

Is it a manual pallet jack? At the base of the arm you will see a lever that the handle controls (usually it is at the end of the chain). Assist the lever by pushing it in further than the handle can able. That should allow the lift to lower. Sometimes the pallet needs to be level to lower. If it is a powered lift, check the limit switches. Good luck!
