The belt can e replaced but I recommend you should take it to your local vacuum cleaner service center. They may even be able to fit a new plug on the end for you if the damage is at the plug end.

I would say unlikely for a home fix. Getting into vacuums like that is always an issue, but this has the added issue that the cord is auto retractable. The is a small drum with a huge coil spring behind it! Depending where the dog chewed through, you could just wire on a new mains plug?

While it doesn't require a collection bag, a Dyson-brand vacuum cleaner
can still suffer the problems of wear and tear that are prone to any
vacuum cleaner--for example, a frayed power cord. If the power cord of
your Dyson vacuum cleaner has become frayed, change it immediately to
avoid a dangerous electrical mishap. You will need a replacement cord
from an electronics service center, along with a few common household
tools. You do not need electrical skills to complete the task.
Follow this steps on how to replaced the power cord assembly:
1 Unplug the Dyson vacuum
cleaner's power plug from the wall outlet. Press the button on the top
front of the plastic collection cover. Lift the cover off the front of
the vacuum cleaner and place it aside.
2 Trace the power cord to where it
enters the back bottom of the vacuum cleaner. Remove the screws from
the panel surrounding the power cord with a Phillips screwdriver. Remove
the panel. Aim the beam of a flashlight inside the compartment so that
you can see where the wires at the end of the power cord wrap around two
screws on the motor assembly. Loosen these screws with a Phillips
jeweler's screwdriver.
3 Pull the power cord out of the
compartment and dispose of it properly. Strip a 1/2 inch of insulation
from the ends of the two wires of the replacement power cord. Run the
wires into the compartment along the path of the original power
cord--pushing the wires into the grooves inside the compartment.
4 Tie a knot on the cord on the inside of the compartment to prevent the cord from being pulled out.
5 Wrap the exposed end of each
wire of the power cord around the loosened screws. Tighten the screws.
Replace the panel and reattach the screws. Stand the vacuum cleaner
right side up. Place the bottom of the plastic collection cover into the
bottom front slot on the vacuum cleaner. Push the cover back on the
front of the vacuum cleaner.

Depending on where it has been chewed, you may not need to replace the whole of your cord. Ask your local electrical supplier, or possibly somewhere like B & Q, if they have an 'inline' plug and socket to repair your existing cord.this would resemble the type of plug and socket used to connectd the power chord to a lawnmower, except you would not be buying the sealed type.Then you could simply cut out the chewed part of your ccord, and fit the two new ends, one the plug and the other the socket.It is no more difficlt than fitting a new domestic 13 amp plug on a cable.It is also a safe but much cheaper solution, so you should save money too.
remove the cover right above the canister. there is a couple of screws in the front holding it in. i think they are T15 torx. that will give you access to your switches and your cord
