Panasonic Vierra E3 series. Went to turn on one day and tv cycled on and off three times, before shutting down and giving me a single blinking light. TV is apart, no boards appear burnt up or damaged.
Use these charts to locate the problem. The burnt part may be very small and hard to see without good light.

We had a Pioneer that did the same thing. We called a Pioneer Service Center. It appears there was a recall on the Power Supply. They fixed it in our home at not charge.

Unfortunately this appears to be a common issue developing with these Panasonic sets i.e the '7 blinks of death'!
Several customers are complaining about it. The problem is caused by one, both, or all of the following boards: SC board, SD board, and SU board.
Most commonly, the SC board is the one that has failed and because Panasonic have received so many complaints about this issue they are now agreeing to replace the SC board under extended warranty.
However this is not widely known amongst the general public and Panasonic have kept it very quiet.
I would suggest that you make contact with the Panasonic Concierge service centre. Make them aware that you are aware of the SC board issue and that there is an extended warranty on this and ask them to replace it.
However if it happens that one of the other boards has failed be aware that Panasonic are not covering these under warranty and you will be charged for the repair in this case.
