The picture is failing gradually. Reduced viewing area
The 36 inch CRT tv is 5 years old. The picture size is now smaller than the screen and concave at the sides. It flickers and lines appear top and bottom. Seems to be getting worse and the set goes off completely, the on light flickers from red to green and back.

It sounds like the tube has burnt out. Now that price of lcds have come down especially in that size class it will cost just as much to repair as it would be to purchase a new tv.
You had parts in the vertical deflection circuit failing, most common are the vertical output IC and possibly several capacitors also in the same circuit.
I hate to say this but, it sounds like the vertical portion of the tv's electronics has failed. Ouch!!! If the TV is more than 5 years old....It's more than likely not worth fixing. Call around tomorrow and see if parts are still available ....good luck to you!!
well just tube only has 80 tos hours on thes eok time for new tv lcd sharp samsung are best on market for pcie plamsa tvs also nice in those 2 brands i would say time t o upgrade u love it those parts not avb anymore u will have hell of time fixing it if i can fid u parts on top of it new lcd flats so much more cleaner better and save 500 watts a day pays itself ok
If the shrinkage is just the top & bottom then it is relatively easy/low cost fix. Most probably, a capacitor in the vertical section is nearing end of its life. This would be the biggest of the bunch and would be something like 47uF/50V.
If however, the shrinkage is on all four sides, then it is the master power supply that is at fault. Chances are the main B+ is getting low which cold be caused by the big filter capacitor or an erratic regulator. This is not a simple fix and would require the services of a qualified professional.
Hope this be of initial help/idea. Pls post back how things turned up or should you need additional information.
done
tv needs professional help.
the Electron gun internally is no longer capable of spanning the entire screen.
Not likely anything can be done outside of professional help
