It is a physical brocken piece that supports scanner mechanism.
if you open that plate /scanner mechanism and if you drill that plastic sheet and try some manufactureed alluminium or metal projection and place it in the hole drilled by you and put washer and screew so that that supports ;the scanner mechanism and your scanner /printer works . the scanner mechanism may costs you around 3,000-00 rupees.

FROM HP's support website forums:
Try your old toner cartridge. If it still shows the
same msg, the 16v Capacitor on the Density PCA is bad. You could
replace the Density PCA or the Cap on the board. The Cap is very common
in the computer motherboards & some IO Cards.

Scan head mechanism failed. Remove flat bed glass, take out scan head unit, verify any breakage in mechanism gear pinion,if found replace gear mechanism, if no breakage found replace scan head driving motor. You can see the scan head mechanism as snap shot..followed by how to alter the pinion..
