A child of 10 years old some how removed the os from the kocaso m1050

Can you please help, I bought a new Kocaso: M10050s and some way I do not know she has everything gone from this Android, is it posible to fix this tablet, all it shows when swiched on is red circles and states to tap on it, then the screen goes blank and only shows where the home page should be, it has nothing but the battery level, it shows the back arrow key and it shows the time but it will not boot as it should, when forced power off then it will look as if it is going to start but all it then shows is the rd circls and again askes you to tap the circle, when this is done it still will not work, I would like to see what you think of this, this is the second I bought and the first one is working and there is nothing wrong with it, if this was a laptop then all I would need to do is fdisk it then create a partition and just install the os on it but this is not at all like any operating system I have ever seen, it's a pity I let her have it until she knew what she was doing, now all apps are lost and it has everything removed from it, it it possible to get the os back working and to download all the apps was on it, she will never get another one until she knows what she is doing, I have grounded her until she can afford to buy another one as that is the only way I can sort this out, it might make her more careful in future.
