So there is this old card laying around and I just instald windows 7 on my computer like 3 days ago and i just got the sound drivers installd today. but I would like to use this card and if it helps here are my specs intel pentium D 2.8 ghz 2 gb of DDR 2 667 mhz ram 80 gb main dard drive 250 gb secondary hard drive (bothe sata 2) intel d946gzis mothe board windows 7 pro 64 bit pleas respond asap

Well thats wierd, COD2 works, GTA doesn't, Video files doesnt work. In that case I advice you to go to NVIDIA's website and get technical support.

contact the shop / place you purchased it from and they should be able to give you info of where to send it and what to do - they should have a section on there website where you can go through the return process and you will most likely need to get an RMA number to authorise the return / replacement.
