Wont start was running fine...had it at highest blade height, abruptly stopped, blade and chute are not clogged. Has power

If you were cutting long grass it sounds like you may have burnt the motor out. It may have over heated. they are not made to cut long grass. You don't say whether the motor runs but not the blades if this is the case you may have sheared the shear pin in the blade assembly.

Why do the clippings remain on lawn and don't enter bag?

Blades cut the grass and blow air like a fan. The clippings should flow along with the air out into the yard or into the bag. That only works if the bag acts like a filter and catches the clippings but lets the air out to be replaced by more air and more clippings until the bag is full of clippings.
The most likely problem is that your bag does not let the air out. Cutting wet grass will coat the inside like green paint. When dry, it's like the underside of your mower.
Check the inside. You might need to scrape and/or flush from the outside in. Can yours be turned inside out"? That would be the best case.
When clean and dry, it should work.
Didn't mention the easiest fix: to take out the hand-ful of clipping blocking the path to the bad: since you already checked that.

Why does unit run sluggish when blades are engaged?

if you are talking about before even moving, it could be grass and dirt caked inside of the deck. If you are talking about when you start mowing, it could be front to back height adjustment. owners manual has instructions for adjusting deck height.

Mower is electric. cord is fine. was mowing great, had it on highest blade level due to high grass. just quit completely. blade and chute are not clogged. there is power to mower.

Won't cut on low height setting

there are several rods that support the deck if one is missing it can allow the deck to move in the wrong dirrection

Toro 20017 clogs up all the time even if grass is mainly dry.Have moved the height up but still contines to clog

This is not a safe fix,but it works.Tie a string to the top of the chute the grass comes out of.Lift it just a lil and tie off the string.

Hi, are you saying that you want it taller than the highest blade setting? Meaning the highest notch on the blade height setting lever?

New mower hit small stump, cuts too low now/ can't adjust height

It is a bend blade. I feel your pain...I had a riding lawnmover that took a good two-hours to take apart and chage blades and 3/4 of an acre with old ornamental garden root balls popping up all the time. That was a long summer...

You may want to get the blade ahead of time so whomever can help you look under the mower can change the blade once they confirm it is bent. Even if they can fix the old one it is a blade you will need sooner or later and they are not very expensive.

Pull-start rope won't pull

This has happened several times for me and is usually caused by a peice of word jamed in the input hopper and half cut by the blades. Always make sure there is no wood in the input chute before stopping motor. remove the collector bag and use a long pry bar to reverse the flywheel. if this moves backwards you may then be able to remove the peice of wood jammed in the blades thru the input chute. Long Skinny arms is required to reach down the chute. Use a Flashlight to see if this is your problem.
