I came across your post and wanted to see if I could be of assistance.DISH Network has a few different codes for all of the different models ofremotes that we have. The remote model number is located on the back of theremote at the top, usually a two to three digit number with a decimal point. Iwill list here for you the codes that work the best for APEX TVs for the mostcommon models of IR and IR/UHF remotes that we have and also the instructionsfor addressing your remote to your TV. For the 3.0, 3.1, 3.2, 3.4 IR remotesthe best codes are 745, 743, and 757. For the 5.0, 5.2, 5.3, 5.4 IR remotes thecodes are 757, 744, and 593. For the 4.0, 4.4, 6.0, 6.2, 6.3, and 6.4 IR/UHF remotesthe best codes are 744, 785, and 595. For our newest remote the 20.0 and 21.0the best codes are 595, 594, 743, and 552. Instructions for addressing remote to TV

1. Turn the Television on.
2. Press and Hold the TV mode button down until all the mode buttons (i.e AUX, SAT etc.) light up at the top of the remote.
   
3. Enter the three-digit code using the buttons on the number pad.
4. Press the pound (#) button once. Note: The LED will flash three times.
5. Test functionality with the TV
6. Return to Step 2 if the remote is not able to turn the TV On/Off, change the volume and mute the television.

First, You cannot resync the remote, Second the IR sensor may be bad on the tv and third, the Digital bd may be bad. The IR sensor connects directly to the Digital bd which is the brains of the tv. Also, there maybe a stuck button on the remote or the buttons on the tv.

OK first and foremost not all tvs are supported by Dish remotes. This is especially true of combo units bbut here is the easiest way to program the remote if the tv is supported:
Press and hold the clear tv button on the top of the remote until all buttons across the top light up.

Now press the smallred tv button and release it.
The top tv button should be lit constantly now.

Now press the arrow up key slowly until the set turns off.

Once it has press the arrow down button once and then the arrow up button to see if tv turns on.

If it does press the pound key and release.
The topmost tv buttton will flash three times.

You are now ready to press the SAT key on the top of the remote and watch tv as usual controllling volume etc with the remote.

If the set turns off but you can not get it to turn back on turn the set on manually and start the process again- it will not go back through the codes you already had tried.
If you notice the tv button flashing rapidly it means you are at the last code and need to go back the other direction or that there is no code for your set.

If the set turns off but will not turn back on then you have a partial code which will not perform properly. Thanks for using Fix Ya.

If you have tried locating your tv type in the back of the manual that came with the receiver and can not locate it then chances are that the remote does not ssupport your TV. You can try finding the code by doing a power scan as follows to see if one not associated with your tv will work: With the TV on press and hold the TV button on the top left of the remote until all buttons light up across the top. Now preess the small red tv button-the topTV button on the left of the remote should stay lit. Now press the channel up button slowly until the tv shuts off. If it does press the channel down button and then the channel up button. The tv should now turn on. If it has press the pound sign and release. The tv button will flash three times. Now try powering the tv on and off. You should be sucessful. Remember to put the remote back into SATmode. Thanks for using Fix Ya. Let me know if you need further assistance.

Take the remote to your local Radio Shack and have it tested.. They used to carry IR cards and now have a pen-like tester that can tell if the remote is operating properly. Then, if you're sure the code is correct, you probably will have to have the IR detector in the Tv replaced...

If the front panel lock is on, you will need a working original remote (or a universal remote properly programmed for RCA) to turn the set on. The IR receiver is next to the buttons on the fromt but the RCA IR receivers are very reliable, and I have yet to see a bad one in a modern RCA TV. Once you turn the set on by remote, you can enter the menu and turn the FPA off.
