How to fix my razor scooter e100?

The E100 is a Kick Start scooter, the Rear Wheel has to be Spun for it to start. This scooter will not start from a motionless position.

Could be the battery.
Put the Scooter on a block so the rear tire is raised. Remove the standing plate to reveal the battery compartment.
Charge the Unit completely

1. Using a multimeter measure the voltage across the batteries. If the voltage is below 20 volts batteries are dead - Replace batteries.
2. Now for a running test. Turn the throttle and spin the rear tire to preform a kick start. Still measuring the voltage. If the voltage is Below 20 volts or if the voltage drops quickly batteries are dead - Replace batteries.
3. If the voltage is remaining around 24 volts for a long period - then you could have connector problems, clean and tighten all connectors.
I use a fiberglass electronic cleaning brush, as contact cleaners leave residue that interfere with electrical connections.

The control module is simple and can be replaced with only a 24 volt relay without the kick start feature or Brake. If you want the brake then you can use two 24 volt relays still no Kick Start.

For those of you who know electrical, below is circuits I developed to replace the controller. This diagram will also give you a better understanding on the Razor circuit.

NOTE : This is not a schematic diagram of the Razor E100 Control Module. I designed this circuit. for my Great Nephew's Scooter.

1. The Brake is a normally closed switch that opens when you squeeze the Brake handle.
2. The throttle is two normally open switches that close when you turn the throttle.
3. The Kick Start circuit is described in the Diagram below.
4. The resistors values may need to be tweaked for best performance.

I have an e100 that appears to be fully charged. The red light on the on/off switch is on but the scooter goes nowhere? I checked the batteries for output and goes 12.85 volts. The motor doesn't even...

If thats the voltage from the 2 batteries joined together then the voltage is far too low to run an E100, sounds like one of the cells has died, must have a 24v combined output.

E100 Razor-no room to put air hose on the front tire air valve to fill with air

I had this same issue with the Razor E100. I couldn't even remove the plastic cap it was so recessed. Here's what worked. The value comes from the factory very recessed in. It's so far in it's hard to remove the cap with your fingers. You'll need to get the value loosened up and pushed out a bit. You will do this from the other side of front wheel using the hole. The value can be manipulated slowly to stick out about an inch from the plastic wheel. It takes some time and patience. First, you’ll need to turn the scooter over and rest it on the handle bars and back of the deck. Put a towel or flatten box under it if working on a rough surface to protect the scooter. Then used the supplied Allen wrench or similar object by putting the long end of the wrench into thru the opening hole on the other side of the wheel. Wedge the edge/end of the wrench against the value from the other side of the wheel and push hard to loosen up the value. This takes some time. Do this on both sides of the value and also against the center of the value. It took me about 5 mins of careful pushing. Eventually you will be about the get the value to almost a right angle from the wheel and sticking out about and inch. Then remove the plastic cap. This will give you room to attach a bike pump. I actually had to push the value back in a bit once finished so the wheel could turn freely. It will work, just be patient and forceful. Take your time.

I need instructions on how to replace the rear tire on a razor electric scooter model E100

You can't change the tire it is a soild rubber tire molded to the rim. To replace it you have to buy a new rear wheel. Here is a website that sells it.
