When computer (Mac Pro) is left on but not used for a long period of time, screen shuts down and when mouse or keyboard is used to ''wake the screen,'' it can take up to 10 minutes for the display to emerge. If I cycle the LCD's on/off switch, the display appears for 1-2 seconds and then disappears until sometimes 10 minutes has elapsed. During this wait, with the right amount of glare on the screen, I can see a faint image on the screen where I can see the mouse/programs act corresponding to mouse/keyboard imput.

in the monitor menu button you will be having a option called "degauss" give that when it appears ...
if you still persist the same problem then there may be some problem in the CRT tube ....
just take your monitor to the technician ...

I too have a dual monitor Samsung SyncMaster 204 setup. My monitors started flickering, then a week later had turn on problems like your describe. Most common failure in the LCD monitors are bad capacitors (bulging top/seal or leaking) in the power supply, falied inverter circuits (blown fuse, shorted transistors, shorted/open transformers), bad lamps (poor solder connections or worn out lamps).
