Is the controller locked? Does the controller beep? The best way to troubleshoot the problem is to go up on Jazzy's website and download the service manual

Your controller is dirty. Unfortunately, the unit is sealed and you therefore can do other than replace the unit. I suggest monster scooter parts at Jazzy 614 HD Parts The cost is high at $377.00. If you were really into fixing electronics it is possible to take the unit apart and clean the joystick, but that is a stop gap measure until you get your new joystick. The 3rd wore of the charger plug tells the controller to shut off all power to the scooter while the charger is on. Check the plug for a broken wire

Fuse? Did your Jazzy get wet?

You need to have a technician reset the center on the joystick.

Maybe it's a signal telling you that a fuse maybe blew or a light bulb needs replaced . Maybe check that area .
