Is the controller locked? Does the controller beep? The best way to troubleshoot the problem is to go up on Jazzy's website and download the service manual

Your controller is dirty. Unfortunately, the unit is sealed and you therefore can do other than replace the unit. I suggest monster scooter parts at Jazzy 614 HD Parts The cost is high at $377.00. If you were really into fixing electronics it is possible to take the unit apart and clean the joystick, but that is a stop gap measure until you get your new joystick. Let me know if you need instructions on tearing the joystick apart and I will help if I can.

Why when charging battery seems to drain instead

The 3rd wore of the charger plug tells the controller to shut off all power to the scooter while the charger is on. Check the plug for a broken wire

Maybe it's a signal telling you that a fuse maybe blew or a light bulb needs replaced . Maybe check that area .

I have no owner manual, the scooter was my father in laws who recently died. I am having two knee replacement surgeries in the next few months. How much of a step can the scooter navigate if any at all....

I don't recommend going up or down steps without a ramp to drive on. Portable ramps are available from a number of sources on-line. The owners manual for this power chair is available for download from the following link:
