Tilt machine on bed and run you finger around the hook checking for burrs. use emeory paper to remove any burrs. rub around the hook not across!! your thread could be cheap and not bonded, it may be splitting when the hook grabs it. also loosen the tension on the bobbin case so u will not need so much tension on top. is your take up spring in the right position with just a little tension?
SOURCE: the top thread keep breaking. should the tension
Thread breakage is usually due to the needle in backwards, upper tension too tight or old/weak thread.
When replacing the needle, make sure that the flat side is to the right (3 o'clock position) and is pushed all of the way up before tightening.
What brand and weight of thread are you using and are you sewing with the foot or free motion sewing?

Here's a page on the FixYa site that has only Juki solutions. Someone here may have solved your problem.

Check for burrs. Even the tiniest burr can break thread. Check the needle throat plate, the bobbin area...
Get out your magnifying glass and really inspect it. If you find a burr... carefully smooth it down with some very fine (1200 grit) sand paper.

Well, you've not checked "Everything" but you have checked the common things.
Do you have any idea of where it is actually breaking? Re-thread your machine and see if you can determine exactly where the break occurs.
Sometimes a damaged needle throat plate will break threads... as will a burr on the hook in the bobbin area. Also if there is a burr or rough spot on the thread spool it will sometimes catch and cause breakage.
Good luck
