With the phone turned off, Hold the 'Volume Down' button and the power button until HTC logo appears and 'Entering Recovery Mode' appears at the top in pink.
If you can access recovery then it could be possible to reset/reinstall android OS

Just a thought but you mention that your phone doesn't have SIM card in it. Surely the SIM card is the heart of the phone, rather like a CPU in a computer, and during the phone boot process it will stall at a certain point if it doesn't find a SIM card to connect it to a phone network, in your case boost mobile.

there must be an application creating that prob. most probably a third party software u have installed. u have to hard reset ur cell phone. consult user guide of ur cell for instructions
well when this happen than you screen is frozen so now you have to wait until the battery die.I suggest you dont charge it let it die. Than you get a new chance.
