if your cam is equipped with a viewfinder how the picture show, if clear, the LCD is faulty, if in both screens the line appears there may be problem in the circuit, the capacitor on the board must be tested, if it is weak the ripples will appear on screen.
There could be a lot of reasons, one is port blocking, the other is firewall, there caould also be NAT port issues, what modem and internet provider do you have could be the problem.
If you go to testmycam.com, you're able to test it. You can also go to devic manager to look for the camera device. If you doesn't find it, either youre cam or cam-cable/lvds is broken, it depends on which model this is. If you can provide which model it is, I'd be able to help you further.
Hi, if you have windows 7 on it go to start>device and printers and make sure you see the webcam without any warning icon (yellow or red) on it, if you don't see or see some warning icon you have two options
1-right click on it choose troubleshoot this device and connect to internet and follow the wizard
2-right click on computer icon >manage>device manager >
under imaging device make sure you have your web cam under imaging device icon right click choose update driver connect to the internet and follow the wizard
if you have icon in devices and printers and device manager without any warning icon or problem download some web cam tools from internet or messengers like Skype oovoo nimbuzz or.... and test it there. if you didn't see any icon of webcam with or without warning icon you have problem with your webcam device try USB one and send your laptop for repairing

If the camera works just fine in other programs or so ..it means there is nothing wrong with it or its drivers and just the program you are trying to use is either damaged or not supported well and either need to be reinstalled or needs extra settings ..usually in this kinda programs you have to select the exact device to use by selecting it in preferences or options .. It may though be a case of non compatibility ..or the camera be not fast enough or different image codec ..
