  1. Batteries
    • 1 = A fault code of "1" means that there is low battery voltage (the chair requires at least 15 volts).
2 = A fault code of "2" means the battery voltage is too high (there should not be more than 28 volts running through the chair).
Check that the proper charger has been used on the batteries (remember that eventually, batteries do come to a lifespan end and must be replaced).
    Lighting Brakes/Controller
    • 5 = One of the parking brakes (either right or left) is the source of the fault. They may be corroded or disconnected. Verify that field coil resistance is between 20 and 100 Ohms and that brakes have been assembled and mounted tightly and properly.
    Motor
    • 3 = The fault is in the left motor. Resistance for the motor contacts must be higher than 1 MEG Ohm.
4 = The fault is in the right motor. Resistance for the motor contacts must be higher than 1 MEG Ohm.
7 = The fault is in the joystick. The joystick must be released and in the neutral position on when you turn on the chair. If not, it may signal a fault.
    Other
    • 6 = The fault is in the controller. The controller may have blown a fuse or circuit.

I disabled the brake on the scooter. When I enabled the brake and turned on the power, the green light flashes and cannot move forward or reverse. There is plenty of power showing on the gauge.

I need to know how many flashes you are getting of the green light. i.e. 4 flashes pause 4 flashes
Also check the freewhell lever again to make sure it is in the drive position Hope this helps
