Some electronic digital topside control panels do not have an UP & DOWN Arrow!
I would like to believe that most people would be smart enough to figure out that pressing an available Up Arrow would raise heat!
So... If there are no arrows on spa side panel, only a single "Temp or Heat or Heater Icon" button, then press once and release, temp will now be flashing. Now press again, temp should increase by one degree. Each subsequent press will raise temp.
If Lowering the temp was wanted, then press once and release. Numbers will be flashing, press again, temp increases by one. WAIT, till flashing stops. Now press once and release, temp will flash again, press again - Now, temp will go in opposite direction and will decrease by one with each press.

You do not have a Balboa Hot Tub. That is the company that made the control panel for it. Id venture to guess it's either a Hawkeye, Barefoot or Master spa if it came with no owners manual. To turn up the heat simply press the Red "up" arrow on the digital control pad. Check out the link below. It's a quick reference guide to what I'm guessing is your top side control.

The topside controls aren't fused so the fuses wont be the cause.
It can only be either the PCB, the topside controls, or a bad connection at fault. Check that they are plugged in correctly, make sure that the PCB is configured correctly for your topside controls.
It's rare for both the main and auxilary topside controls to fail. You can try plugging in another main topside control without fully installing it... at least you can then return it (ask whether or not return are accepted, I don't personally accept any returns if parts are specially ordered) if it doesn't cure the problem.

Are there any error codes?
Is the control panel locked?
If no check your Hi Limit sensor, it is a thermal protection/overheat sensor which is the spas safety device. If that sensor is bad the spa will not operate/heat at all.
