Have the cable company correct your wiring

well snowy screen is good. It usually means that your antenna is dosconnected check coax and alls connections

Check that the aerial cable hasn't fallen out of the back. If not go into the menu>setup and rescan the channels

Snowy screen, unresponsive to remote control... Sounds like an interference from something. An example... A hairdryer can mess up a CRT really bad. Anything that is likely to create small EMPs will surely mess up your TV and even interfere with the infra-red. Not marking this as a solution, check everything and test the TV. Here's the test: Turn everything off, except for the TV. If it's still doing it then the remote infra-red is just a coincidental failure with the snowy screen. Sorry I can't help you further.

I hate to say it but it sounds like two different problems. Green snowy patch is what they call a diffusion problem and can usually be cleared up by adjusting the VA and VS controls on the power supply board. The other issue is either a drive board, a ribbon connector to the display panel, or a bad display panel(screen). It didn't say what brand you have but these problems are common in samsung, lg, vizio, and several other brands. If still under warranty or if you have no electronic repair experience you should take the set back to the shop or to a repair person. Some of the solutions described below can be dangerous, TV's are very hazardous to service. Even when plugged out, TV's can store very high voltages. Generically speaking anything in the horiz deflection, hv development area will cause a no pix symptom, also a problem in the signal processor section, video river and output section as the crt/socket assembly. I would also check the lopt transistor and probably the fuseable resistors around the lopt.
