Follow directions. See if this works;

Blade Maintenance
�� Warning! Switch off, remove the isolator
key, battery and grassbox before adjusting
or cleaning.
�� Always wear gardening gloves when handling
or working near the sharp blades.
Turn the machine on its right side and inspect
the blade; if blunt or damaged, replace.
Use the following procedure to remove and replace
the blade:
Insert a screwdriver into hole 26 to lock the
drive. Hold the blade 30 using gardening gloves
(not provided) and use a spanner (not provided)
to remove the blade bolt 29, blade washer 28
and blade 30.
Fit the blade 30, blade washer 28 and the blade
bolt 29. Ensure that the blade is the correct way
up (so that this symbol can be seen located
as in figure I) and tighten the bolt 29 firmly.
Ensure the screwdriver is removed before attempting
to turn the machine on.

If this procedure does not work then try the following;

It is not uncommon for the blade bolt to become seized onto the shaft due to all the gunk and moisture on the underside of the deck. Try to soak the bolt several times over with penetrating oil ( WD 40, PB Blaster, etc). Spray the bolt head, the top of the blade where it contacts the shaft, etc. Do this several times and let the penetrating oil soak in. Hit the bolt head gently several times with a hammer to loosen up the corrosion. Then try to remove the bolt per directions.

I had the same problem and I already found those recommended solutions\ causes on the web:
1. The motor isn't on full throttle.
2. The blade is upside down.
3. The grass is too high when cutting it.
4. Overlap your cuts.

It helped my problem/ I hope it will help yours too!

Since it starts, it doesn't sound like an electrical problem, it sounds like it runs out of air. To test this, remove the air filter, start it and see if it stays running. If so, replace the air filter.

It could also be varnish or sludge in the carb bowl. This is best serviced by a technician if you have little mechanical prowess.

After sitting for 3 years, I would at minimum do all of this before I expected it to run ok:

  1. Change the oil.
  2. Replace the air filter.
  3. Drain the fuel tank by removing the fuel line from the engine end (not the tank end).
  4. Replace the spark plug.
If the above did not work I would drop the carb bowl and clean it, then add one ounce of carb cleaner to a full tank, and let it run (roughly if necessary) through the engine.

After sitting 3 years I would also replace the fuel line itself!

Remember the belt rule, V of the belt goes in V pulleys.Flat pulleys that are stationary or move get the back of the belt. You can figure it out. Its not rocket science. Remember at some point there has to be a tensioner,usually gets the back of the belt if its a flat pulley. U may have to remove the spring and then reattach the spring after the belt is routed.

The 'DIPLOMAT' series of WEBBs is bad news, its NOT a WEBB! Webb were swallowed by qualcast-atco-suffolk, who dunped Webbs tooling, & dressed up punches & commodores in thin disguises, dumped the briggs & stratten engine for their own alloy job, & charged a rip off premium for the Webb decals!
The qualcast suffolk alloy engine suffers from a WIPAC electronic ignition unit. As it gets old, it fails, sometimes completely, sometimes as it warms up. Once cool, it works for a while again.
Not too hard to replace, but hard on the wallet, £69 genuine, £40 fake! On the whole its not too bad an engine if cared for & oil changed often. better to look on ebay for a cheap used HONDA engine & transplant! R-E-L-I-A-B-L-E !............I did! ( £35 honda gc series, 5,5hp! )

Dave, Remove plug wire, raise mower, or tilt on it's side to access blade. Remove center bolt holding blade on, noting the position so as not to install new blade upside down. Install new blade correctly and tighten blade bolt tight. Check the attached links,instruction and guides, Good luck

Too replace the belt you need to remove the motor and base plate assembly, remove the box, remove the front cover over the motor, pull the two wires off the motor terminals, turn the mower upside down,remove the blade bolt and blade, remove the impellor, remove the four cross head screws underneath, there are two more screws toward the front of the machine, once all out the motor and base plate will come out as an assenbly, slacken the four motor screws and push the motor forward, remove the old belt and fit the new one, wedge a screw driver between the motor housing and base plate force the motot forward to tention the belt at the same time re tighten the motor screws, re assemble in the reverse order.

How do I change the drive belt on a 7021r mower? The drive will move the mower on pavement but not on the grass

First, you need to make sure you have the right tools for the job. You'll need a wrench, work gloves, mower blade clamp, drain pan and fresh fuel. Check your owner's manual for the correct belt to your specific lawn mower. Belts that are not specifically designed for your mower will not fit properly and may wear down prematurely. Next, remove the spark plug wire. This is a safety precaution to prevent the mower from accidentally starting.
Now you can remove the screws that secure the drive cover to the mower deck. Once you've taken off the drive cover, loosen the screw that holds the belt tension spring to the transmission. As the screw is loosened, tension on the belt is released allowing you to remove the belt off of the front transmission pulley.
At this point you'll need to turn your mower on its side to take off the mower blade. Be sure to use a work glove to protect your hand when removing the mower blade. You can use a lawn mower blade clamp over the blade to secure it. Unscrew the bolt to remove the blade and then the engine baffle. Once the pulley unit is exposed, you can remove the entire drive belt. Insert the new drive belt and place one end on the rear pulley and re-attach the engine baffle. Then, place the mower blade back (making sure it's facing the correct way with bottom of the blade facing the ground) and tighten the bolt. Remove the clamp and return the mower to its upright position so you can place the other end of the belt to the front pulley. Remember to tighten the screw to the tension spring.
Put the front drive cover back on, tighten the screw that secures the cover to the deck and reconnect the spark plug wire. Add new fuel to your mower and you're done!

Remove cutting blade

take the blade disc off the mower, you should have the nuts on the top of the disc for the blades, put the disc on the ground and remove the nuts on the blades.
Replace the blades with the new ones and fit the disc back under the mower
