After flushing I have to turn the main shut off supply valve to the toilet
other wise the water just trickles and does not fill the bowl. Turning the valve off and then on after flushing allows the tank to fill up.
Some Toto fill valves have a plastic debris screen located at the inlet connection. Turn off the supply valve and remove the supply connection at the bottom of the tank. Use a mirror to inspect the screen for debris.
I agree w/ Smithbrother, the Fluidmaster fill valves are cheap and work well. The only thing they ever need is an occasional seal for $1.50 and 5 minutes to replace.

If a normal style tank, buy an ajustable height fluidmaster and replace the valve. I have had better luck with this $8 valve over the last 20 years that I have had with tank type fill valves costing as much as $40 each.
