I just ran into the same problem. There are postings on this for the Perl. No permanent fix, but as a temporary fix... take out the battery and then reinsert it. That seems to do the trick

Check that your profile is not on Meeting or Silent.
It it is, change it back to General. It should then work.
If not, go to your settings and change the ringtone, its probably on silent, so change it to "Ring & Vibrate".

Let me know the model no. opf your phone and its manufacturer... Its quite a cheap item and can be replace easily in any shop.. If you are a advanced user, you can fix it yourself.. if you buy the ringer directly in a electronic marlet, it will cost you less than 100 bucks(INR)...
You can get both speakers off ebay total about 7 quid, you need a star drive screwdriver, pretty straightforward just be careful when popping the cover apart, the speaker needs a bit of gentle persuasion then just pop the new ones in they work fine now
