I doubt that your system uses FREON, as that is illegal, more likely the current R134a. Too much refrigerant is as bad as not enough. You need a measured amount or the system will not work correctly. It takes special tools and training to repair this area, I suggest that you get it serviced at a qualified shop. incorrect refrigerant amounts can cause system destruction, as the lubricant is moved via refrigerant.

Check the fuse block. Sounds like the compressor fuse is blown. Maybe a 32Amp. It's a biggie. Maybe looks like a black relay in the engine compartment on the left side along with an array of large fuses. You can check the fuse box inside the car as well, but those are controlling smaller items like lights. The big boys are in the engine compartment. Also check for loose wires around the AC compressor and make sure the belt is not broken or missing.

Could be a stuck relay, but its probably the control panel on the dash.
Is the compressor and fan both running in the off position ?

Check to see if you are getting voltage to the blower motor if you are the motor is bad if not check the fan speed switch. 1 2 3 or low medium high if you get voltage going to the switch but not from replace the switch if you have voltage from switch check the blower motor resistor the although with the blower resistor you commonly have a high fan speed in the max setting and the lower speed settings don't work wich would make you think 1 2 3 are not working but 4 is. That is why it is best to check all parts to make sure the part you do replace needed to be replaced
