Safe mode and other F8 boot options do not work either. I do not have any cd or floppy drives on this computer, only a few USB outlets. Can I make a boot disk from a flash drive? And if I get around the autochk file problem can I keep my personal files or will the computer be completely wiped out? Normally my Aspire One has a eRecovery option one can run at BIOS bootup by pressing ALT + F10. I've used this before and was able to keep all my personal files, but this time it is not working....Thank you everyone for your time and help I greatly appreciate it!

This article may help you....or these.
If you can turn off the auto restart to get a stop error code from the blue screen, that will help you to diagnose this error. See 'disabling restart..." here. Then reboot and note the exact error code reported. Write back with that info and we'll help you to sort it out.
You can look up codes here.

Try formating your harddrive and reloading the OS. If that doesn't work you might need a new harddrive.
