All brand new ink cartridges installed. When I print or copy documents, they come out light and start to fade. It looks like I'm running out of ink but the cartridge is brand new. The color blocks on the test sheet show that the yellow also has white horizontal lines as if it were running low on ink.

Try the steps below.
Remove the Cartridges ( bottom left side of printer ) and clean the electrical ( golden contacts ) and put them back in.
Remove the Printhead ( Open the Printer cover and you will find the Carriage that moves. Lift the latch and clean the electrical contacts ( golden contacts ) with lint free cloth
Reinstall the Printhead and wait for printer to respond. IT should fix the issue.

Here was the solution. You MUST use HP brand black cartridge. Originally I purchased a #94 Office Max brand black cartridge. After it did not work I took it back and they gave me a second Office Max brand and that did not work either. So I took it back and they sold me an HP brand (I only needed to pay the difference in price so Office Max was good to work with). I installed the HP #94 black cartridge and everything now works.

To solve the
printing problem..
# Hold the cartridge upside down, with the
bar-code label facing you and take a damp paper towel.
# Use the towel to wipe the printhead of the
cartridge on the bottom (where the ink comes out). Wipe the printhead
horizontally in one direction only (left to right).
# Continue doing this until it looks clean.
# Then dab the cartridge on the towel to make sure
the ink is flowing.
# Next, look inside the printer and locate the
carrier that holds ink cartridges. Caution: Make sure the cartridges are not
installed at this point.
1. Look for a shiny piece of metal underneath the
contacts at the back of the carrier.
2. Take a damp cotton swab (use water only!) and
wipe along the bottom of the shiny metal piece. Note: You may need more than
one swab.
# Reinstall the cartridges, making sure you snap
them correctly into the printer.
