How does this fan work correctly? What step am I missing or is there a piece missing from the box.

The rear grille is held in place by a really big plasic nut.
As it's self-assembly, it wouldn't be a bit surprised if the nut is in-place on the fan-body & you've missed the bit in the instructions, where you're supposed to remove the plastic nut, BEFORE you fit the rear grille in place.!
THEN the plastic nut goes in place & holds the rear grille in place, firmly against the fan-body.?

Unclip the outer grille.
Unscrew the nut which holds the fanblade in place (remembering that it's a reverse thread.!!!)
& then take off the rear grille.

The big plastic nut should then be visible.?
Unscrew it, put the rear grille in place & then screw the big plastic nut firmly in place.

Refit the fan blade & nut, clip the outer grille in place & you should be good to go.!

Will the painter's touch work on a brass figurine?

Hello, Becky -

I suggest you contact the Rust-Oleum Customer Service Department directly and ask your question:
https://www.rustoleum.com/pages/help-and-support/product-support/

Painter's Touch is a Rust-Oleum product.

When you ask Rust-Oleum Customer Service about Painter's Touch, be specific regarding what you hope to do with Painter's Touch . . .
Examples:
- Paint all or part of a brass figurine
- What do you need to do to prepare the surface of a brass figurine to paint it with Painter's Touch

Best wishes.
