it seems this mower is made by Homelite with the Mountfield name on it.
May have to see if you can locate a source for homelite to find this manual.

If it is a small horsepower engine 4, 5, 6 HP, it will take approximately 20 ounces. If it is a larger engine8, 9 ,10, 11, 12 and on up it will take from 40 to 48 ounces

Depends on what engine is fitted - but the chances are no adjustment is possible. The mixture is fixed, and the engine has a governed idle - which means there IS no 'idle speed' in the conventional sense.

If mixture adjustment seems to be required, the carb needs cleaning.

the easiest way would be to purchase a manually pump up oil change device that draws a vacuum and you put the tube from that device in the oil fill hole and draw it out to its own container

I see that is a British machine. I've looked everywhere and it seem they do not have operator's manuals online. Your best bet is call the manufacture in England. It seem they don't have any American distributors. The number is 0-845-600-3207. The 0 is the country code and you'll need to dial it. If you get an operator they can help. I've never called England so good luck.
