It may be that you have not got the updated driver for it. if you on dells support website you can find drivers for your dell.
heres a link to dell site you should try trackpaddriverurl
click the download button and install the driver, or you can perform a windows update that should find the right drivers.
i dont think dell offers windows 7 drivers for your machine but the vista ones should work fine. but if not go to synaptics website here and scroll down for the newest drivers for the trackpad (youd want the xp/vist/windows 7 32bit)
I had a similar problem. I fitted a new hard drive loaded windows and on the first re boot i had no OS again.
I went into the bios checked the boot order and also the hard drive booting options. My settings had unticked the hard drive as a bootable drive. When i ticked it and installed the original HD it worked again.
At least i have a spare Hard drive in the draw :)

If its not working then do these.
1. Restart the PC and repeatedly hit F8 until you have a menu in front of you.
2. You will find few option there. Just select these mention option " Reboot" use by your up/down arrow on your keyboard.
3. Select Reboot and hit enter.
Hope its helpful. Thanks & waiting for your feedback.
Try to use dvd cleaner disk to clean the lens, if it doesnot work, i think you have to replace your drive , this happens with Dell alot. but try to clean it, uninstall then install the driver back and check if its work.
