I found and looked through the owner's manual for the Daniel Dakota Westminster Chime clock:

If you have not already done so, you may wish to insert fresh AA alkaline batteries in the clock. (Page 4, Image 9 of the owner's manual in PDF format) Follow those directions.
Then, look on Page 5 [Image 7, PDF document] regarding setting the time.
Step #8 states:
Never turn clock hands counter clockwise as it will interrupt the chime sequence and damage the clock.
Did you or do you know if someone else reset the time on the clock by moving the clock hands counter clockwise? If so, that is the cause of your problem.
A local clock repair shop may be able to fix your clock, or tell you if it is worth repairing.
