First you need to know your OS. Even on the older versions of Windows, the Control Panel should give you your OS version in the System panel. If you have Windows 95, 98 or ME, HP doesn't have the drivers for those operating systems.

Your system thinks the "second" drive has precedence over the first ( your boot drive ) try switching the SATA cables between the two drives. There also might be a BIOS setting under Boot Order, sometimes you have to drill down to get to it for a particular drive.
