The resistance might be caused by internal gears are probably switching when you initially slow down. It's the same as when you're decelerating in a car prior to accelerating and the car has resistance when you're going at a speed just before the car gears shift.

secure in the outlet. If it is plugged in, ensure that the outlet is
receiving power. Check the breaker to make sure it has not tripped off.
Be sure that you are using the correct adapter that came with the
elliptical machine. Because different adapters are able to handle
differing amounts of energy, the wrong adapter will not transfer
electricity like it should. If the adapter is pinched or damaged, this

Make sure the correct adapter is being used if the
resistance settings seem to be too hard or too easy. If the correct
adapter is being used, reset the machine. To reset the machine, either
switch the "On/Off" button or unplug the machine from the wall. Doing
this will allow the device to reset itself to the default resistance.
Turn on or plug the device back into the wall and retry all of the
levels of resistance.
Using a wrench, you remove the left pedal as you would loosen a normal, left hand threaded bolt. The right side is a reverse thread and would need to be loosened in the opposite direction.
Be aware that the resistance is often the part that requires repair. Resistance is managed magnetically, so often if the machine is working, but the resistance isn't setting correctly or at all, check the bolts that secure the magnets. If they are loose, the resistance will slip. If the bolts are fine, check the magnets themselves by using a refrigerator magnet and see if it is attracted or repelled by the your fridge magnet.
