There is an inherrent problem with this type of device in that it is actually measuring the built up pressure from the pump and hose and not the pressure in the tire itself. I pump mine up to be over the pressure and then use a digital pressure gauge to get the final pressure by letting some air out a bit at a time.

Most cities have local recycling centers where you can drop off paper, plastic, etc. They usually have something set up for electrical components like VCRs and batteries.
