Panasonic analog phones plug into analog KSU's and have extension numbers beginning with 101. In additon, you can dial 0 to reach the phone programmed as Operator, and it's usually extension 101.
With the intercom dial tone (press INTERCOM or pick up the handset or press SP PHONE) you can start dialing codes defined in your number plan. You can also program left side buttons to monitor are directly select other extensions or dial codes to page all idle speakers in a 77xx phone.
Note this is specific to TA series systems, but the operation is similar in all Panasonic models.
One of the following two methods of programming "Preferred Line Assignment-Outgoing" should work depending on which Panasonic phone system your KX-T7433B phone is connected to. Try number one first, if PROGRAM 99 does not get you into station programming, try number 2.
1) Press PROGRAM button then dial 99 to enter station programming. Dial 1, then press INTERCOM button to select Intercom as your Preferred Line Assignment-Outgoing choice. Press AUTODIAL/STORE button to save programming. Press PROGRAM button to end station programming or lifthandset then replace in cradle to end station programming.
2) Press PROGRAM button then dial 19, press AUTODIAL/STORE button. Press INTERCOM button then AUTODIAL/STORE button. Press PROGRAM button to end station programming or lift handset and replace in cradle to end station programming.
What happens when you dial "9" into the intercom dial tone? Is that the line you wnat to auto select?
A lot depends on the system your phone is connected with. In a TA series on an idle phone, press PROGRAM 11 for no preference (what you have) 12 for Idle line (what you get when you dial 9) or 13 and a number from 1 to however many lines you have to select a specific line.
Those commands are followed by the STORE button and PROGRAM to end the programming.
You are probably trying to dial out on an intercom button. This will give you a busy every time. You may have to dial 9 to get out.
To test your phone, 1st find out what your intercom number is (press feature*0 and then press the intercom button) Your display will show you the intercom number of your telephone. Then try to make an in house intercom call to another working telephone. If that works have them call you back.
The next step is to find out if you have any lines programmed to your phone. (press "feature*0) and then each button on your phone. The display will show you what is programmed on that button. If you have any that say "001 Line001" or such those are the outside lines to dial out on. Hope this helps.

You will have to get into program mode for this. you will have to press this sequence of buttons. Hold*#*#1*2*3*. Password is default to 0000. Program number is 902 then press hold. Press Intercom button for Date and line 1 button for time. If you press Intercom #66 enter speed dial number 10-99 is station speed dial. If you press Intercom #66 and enter speed dial numbers 100-999 will be system speed dial. Hope this helps. I included a site below with program manuals.
If you do not have a button to press to call him, you must press the intercom btn and dial his intercom # . to find his intercom # , go to his phone and dial feature 00. His intercom # will be displayed. press feature 00 to exit.
Each of the six phones must have line 1 connected to the same "subscriber loop" (the same phone number). Assuming this is the case, and that you have not assigned any numbers to the the top six speed-dial buttons, each station will have agreed to be assigned a station number.
From any station, pressing the speed-dial button for another station's station number will page that station.
Now, how to properly initiate an intercom conversation differs between announcing to another station that a call is on hold, or a "cold call".
Each telephone must be connected to line 1 and line 2 for proper operation. The remaining lines 3 and 4 may — or may not — be
connected to each station as you desire. First plug in the battery,
then the phone lines (1 & 2 are mandatory), and third the power
cord. If your intercome LED is blinking red and green, then press:
STORE IN, followed by "INTERCOM" followed by a free intercom# (i.e.,
any of the memory buttons 1 through 16 not already assigned to another
telephone set.) Then wait for the phone to go through its initiation
sequence during which it searches each of the four possible lines.
After that concludes, you should get dial tone on your active lines.
