HDMI is digital
VGA (the 15 pin connector) is analog.
If your connector has the digital to analog interface it should work, but likely it does not have that chip and thus will not work.

Your description of the problem tells me it may never work as you have it connected. Possibly it might be that the monitor is required to be powered on before the laptop is booted, but that only works in some cases.

I have also seen some work if a 2-step connector is used.
VGA to DVI connector, followed by DVI to HDMI connector.
DVI was the step toward digital that came before the HDMI standard was implemented and was only partially digital. DVI and VGA do not carry control signals nor audio. HDMI carries both those as well as the video.

YMMV but I think it would be cheaper and more efficient to actually purchase a monitor with a digital input (HDMI or DVI).
Without the digital/analog converter interface a digital output device (your laptop with HDMI out) can never operate an analog device (your Dell monitor with VGA input).

1. Router's LAN1 connect to Apple through Ethernet cable.

2. Open your Dell Laptop's wireless network connection and search the network and then you can connect your Dell laptop to your router through wireless connectin.

You have to connect the Dell to the Toshiba and then press the Fn key + one of the function keys eg Fn+F7(there should be a monitor symbol on it.)

here you need to do:
1) you need find a video card with a DVI port and analog output ports, upgrate this card in your destop if you can not find a DVI port at your destop.
2). then you need buy a ADC to DVI adapter because your monitor ADC port is a digital port. you may reference here:

Do you have the black unibody Macbook Pro that was just released, or the silver model?

Since the display is DVI, it will directly hook up to the silver model. If you have the new model, you need a mini DVI to DVI adapter.

I am not sure how youve manage to connect these 2 items. You did not specify whic Portage you have, but even the most recent only has SXGA video port. The Apple cinema display connector is ADC. APPLE DISPLAY CONNECTOR. No computers on the planet have this port except for apple's. It's basically a modified DVI connector. In order for you to use this monitor with your computer, you would have to purchase a DVI to ADC connector , which is another APPLE only item and selld for $100 new. You would then have to purchase a SXGA to DVI adaptor...It sounds like a costly endeavor, and with a connections your Portage's onboard video card , amynot even support the resolution for this monitor.
