as the washer fluid bottle was damaged there is a possability that the washer pump has been damaged and is shorting out and sending the signal to wipers that the washer pump is being operated so the wipers will wipe,hope that make sense , one way to test this is to unplug the electrical connector from the washer pump, keep me posted as i am intrigued by this sort of problem, as have to think outside the box a bit
I would follow the mechanics recommedations. I think he's taliking about the cam and crankshaft seals. Yes the water pump should be replaced as well. The pump that sprays windshield washer fluid onto the windshield is called the windshield washer pump. The water pump is on the engine and pumps water (coolant/antifreeze) through the engine to the radiator and heater core.
Take off the pipe at the pump then use the washer switch and see if the water sprays out. To check if the pump is working you will need someone to use the switch while you hold your hand on the pump you should feel or hear the pump working. If the pump is going but no water spraying blow back through it and try again. If it dosent work then you will probably need a pump.
It sounds like the the circuit board has gone bad and does not know where the base is any more so it will stop at the middle or the windshield. Auto Zone should have a new board if it's replaceable like the GM products. Good luck and hope this helps, In the mean time you can always turn your wipers on and pull the fuse out when it's at the down position so it's not up.
