If this is on a Canon NP3050 copier, the waste toner is stored in the drum unit. The developer unit needs to be released away from the drum unit before removing it (drum unit). There is a plastic lid to remove to empty waste toner. Use caution when emptying, it is easy to make a mess.

The "waste basket" is to indicate that the waste toner area in the drum cartridge is full. If the copy quality is still ok you may be able to empty the waste by removing the drum cartridge from the machine and removing the opaque piece from the left side and dumping it out.
