Video issues like you describe can only be two things in hardware either a Video card, or display. Patchy display is typically a bad display that has been dropped or damaged. On the software side a new driver or update can cause image problems but typically it will be no display vs. patchy display.
I normally put a screwdriver between the terminals on the solenoid to see if it starts. If it does The second thing to do is listen for a click in the solenoid when pressing the start button. If it does but doesn't turn the starter then it's the solinoid at fault not the starter button. If you get nothing when connecting the terminals it's proberly the starter motor or connections.
It sounds like an Image retention which is fairly common for plasma panels. dont worry about it its normal. just avoid static images (like the network logo) for the first 100 hours and you will be fine. also stay away from dynamic mode for the first 100 hours.
post a comment if you need more clarifications, thanks
it sounds like you can not access system screens at all?
If so, your problem can be related to a damaged screen which can always be replaced for much cheaper than a new unit which would be over $200
Let me save you money, try to see if you can find the reset button to perform a full system reset on the outside portion of the tablet. Reset the system, if you have problems, please return.

If the fan is wobbling, even if the engine was running well, you should fix that. Either the fan clutch has failed or the water pump bearing is bad. If it comes apart, it will do more damage and cost way more $ to repair. Other running problem may or may not be related but do that first!!
Its possible that the speed of the color wheel motor is starting to drift from the normal range. Its also possible that the DMD board or digital P.C.B. are the culprit.
Contact an authorized Samsung service center, ask them to try to reset the wheel speed using the index delay parameter in the service menu.
They should be able to eliminate the problem or at least identify it as a bad color wheel or otherwise.
If it is satellite signal you are getting, during storms that is a normal condition.
Not much we can do it about it, because all the signal are affected in times like this.
