If you check and find that there is not a paper jam or dust causing the issue then try to power cycle the printer and see if it complains about any of the ink cartridges. On more than one occasion I have found that expired ink or empty ink has caused the printer to generate the paper jam message. I replace the ink and the problem goes away. A jam and ink issue should be completely unrelated but it has worked for me a few times now to clear the paper jam error.
Please try these general troubleshooting steps for paper jam issue: Turn off your printer to allow the paper feed rollers to turn freely. Remove the rear access door and check the pressure rollers. Verify that they are clean and clean the rollers with a soft towel if needed. Check if there is any jammed paper in this section and remove the jammed paper from the rear access door opening. Make sure that there are no torn pieces of paper in the fuser area and duplexer slot. Check if the carriage moves freely. Use both your hands to remove the paper that is stuck in the roller in order to avoid tearing of the sheet. Discard any paper that is damaged, and then reload the paper into the paper tray. Unlock the print cartridge access door. Check if there is any packaging material or paper debris stuck on the small metal pressure rollers that ride on the main feed roller. Do not mix different types of paper. Load only one type of paper for a print job. Make sure that the paper meets the paper-handling specifications. Slide the paper-length adjuster against the end of the paper stack and do not overfill the input tray. Connect the power cord and turn on your printer. Try to print a sample and if the error persists, then try to reset the printer. Try to update the driver. If nothing works, then service the printer.

Best Solution take off the small panel on the left side of the printer there you can see the white gears and one has a clear piece with black letters or dots on it with the panel removed look at the clear piece and try to start your printer if it does not rotate with the gear that is your problem. It is what tells the printer if the gears are moving or not. If that's the problem you have to take the printer almost all the way apart to be able to fix it.

mine HP was acting the same way after a jam. I contacted hp and they told me it was a hardware issue and that I would need to purchase a new printer. I found a KB on thier site for this issue. It involved removing both ink carts and then reseting the printer with the ink carts out. it seemed to work.

I had the same problem and just talked with HP technician Neeta and she showed me how to fix it. It's a bit convoluted. In essence you have to clear the print spooler. Here is what she told me.
First you have to be clear that there really ISN'T a paper jam by printing a test message this back door way.
Neeta : The USB cable should be disconnected. Neeta: To print a self-test page, press and hold the Power button. Raise and lower the printer cover four times. Release the Power button, and the self-test page prints
If the sel-test page prints, this means you truly do not have a paper jam. Next, clear the print spooler
Neeta : The USB cable should be disconnected.Neeta : Now click on start->RUN.Neeta : Then type "services.msc".Neeta : Then it will open the services window.Neeta : Now please look for the option "print spooler. Neeta : Okay, now , please right click on the option "print spooler" and click on stop then click on start, 3 times.

The paper is probably jammed between the fuser and the rear cover if you can't see it.
