1. Operating System : Windows XP, Windows 7, Windows 8, Windows Vista? 2. Printer make/model: (this is important to determine the wireless properties of printer) 3. Network Connection: (is the laptop connected to the same network as the printer)
If you are working with a new printer (see item 2) and you have a network on which you have your notebook connected, there are so many possible ways to connect the printer to the network that it's hard to say.
If you are working with an established printer that has wireless services running, you may need to know either the Network Name of the printer or the IP Address of the printer.
Your best bet is to make use of hp's extensive Wireless Printing Center (see link below).

If connected by usb cable, you may need to make sure that your usb ports are working properly
Try using external USB HUB (POWERED) Adapter. It might fix this issue. Use an other USB cable and see. If the problem still exist do not plug in the printer again, you may damage your USB port or even burn your laptop motherboard. hope this helped
