No, it is not a failed condenser. You need to see if the compressor is running though. When it runs you shaould have a fan in the freezer running, a fan underneath the fridge running, and the compressor should be running. I would be willing to bet that either the compressor is bad, or the start relay on the compressor.
0-5 F in the freezer.36-42F in fresh food. Check for ice buildup on the back wall of the freezer. Check the freezer fan motor. Check the compressor fan motor.
This is an error code for the icemaker fan motor. If the control does not see a signal coming back from the fan motor you will get this error code. Please see the image below from the service manual that explains the ER IF error code.
i would check to see if you hear a an blowing in the freezer sect when the door is opened, if you cant hear the fan blowing then there is yout issue, not circulating air up to refrig compartment
The lowest setting in the freezer compartment may be set to cold holding back cooling to the refrigerator. Try your settings at mid-point on both refrigerator and freezer settings.
