Leaking carburetor I have a Ariens Snow King with a Tecumseh carburetor HS 50.My problem is that the carb is leaking fuel. What parts to be replaced?

What if the carb is leaking fuel out of the carb throat? Both lower gaskets on my Toro 521 snowthrower's engine (I think it's an HSSK55) are fine, and I have replaced the float, thinking it was full of gas and sinking. It's almost as though the needle valve that controls gas flow into the float bowl isn't closing, and the bowl is over filling right into the carb throat. If I leave gas in it and the gas valve open for more than a day, the fuel tank empties due to this weirdness. I can get it to run, barely, only if I shut the valve off between runs. Any possible advice? This carb had never been disassembled until it started doing this.
Also, can someone help me figure out why this engine won't run with the throttle lever in the LOW setting? If I put the lever there, it just stalls, no matter how I clean or adjust the low-speed mixture screw.

The filter was soaked in oil and it will run without the filter on but it still leaks oil. The filter was soaked in oil and it will run without the filter on but it still leaks oil.
