The hot water, when turned on, won't turn off. Had to take a wrench and turn the handle very tightly to stop flow. Do we need a new faucet or can this be repaired?

MoenMonticello 4-inch centerset bath faucets can be repair easily with only a screwdriver and adjustable wrench. Turn the water off to the both sides of the faucets under the sink. Open both the hot and cold-water valves to alleviate any remaining pressure. Remove the handles by grasping the base of the handle and turning it counterclockwise.( This works for both lever and cross handles). Loosen the Moen faucet cartridge bonnet nut with an adjustable wrench by turning it counterclockwise to the left. Pull the stem from the faucet by hand and replace. Reinstall the bonnet nuts and handles. Turn the water back on and test the faucet for leaks. The Moen Monticello faucet comes with a limited lifetime warranty. these valves can be adjusted by removing the handle and adjusting the white gear that regulates the hot and cold that come out, try going more to one way if it gets colder then go the other way.
Here is a quick check to see if the cartridge may be at fault allowing the cold and hot to mix. Turn off the hot water supply, with hot water supply off turn faucet on. Turn to the hot and cold sides, If you have only cold water then your faucet cartridge is at fault or the cartridge housing is worn. Shut all supply valves and remove cartridge and inspect housing for signs of wear. If wear is visible a new shower valve is needes. If none visible replace cartridge. if you remove the hot water handle on the faucet you can adjust the stop. if it is a newer faucet it has a built in scold guard. the directions should tell you which direction to move the stop to get hotter water
are the handle extensions on the cartridges all the way. i know sometimes the moens are a pain after you put the trim on to get them on and seated right so it actually spins the cartridge. also check the cartridge alignment the cartridges have little white tabs on the sides that correspond with a slot in the valve body if they aren't aligned it won't shut off either
