It's actually designed that way on purpose so you can wind a bobbin while sewing. If you lift the presser foot, at least it'll make less noise in the process.

I have a Juki DDL-5550 sewing machine, i always face a problem when trying to fill the bobbin, the wheel that should spin to make the bobbin spin is not spinning, i some time give it a push with my hand so...

Are you using the correct bobbin for your machine? Some bobbins will not fit every machine. If you have the correct one, then wiggle it about on the pin till it gives a slight click before you start filling it to make sure it has settled correctly.

My wife broke several needles on her Juki DDL 555 machine and I need to know how to adjust the timing as she put a new needle in and the point was damaged

First thing to check is if you've got the right needle system: http://partsbooks.sewingmachine.com/Instructions/Juki/Industrial/DDL-5550%20&%205530%20Instruction%20Manual.pdf and that the needle is correctly oriented... the scarf has to be precisely set.
The next things I'd check are the stitch cycle -- hand crank the machine through the normal stitch cycle and see what's hitting. Then fix that. I've got my suspicions this may be a needle bar height adjustment. Don't thread up for this test... misthreading can also cause the needle to hit something and break, so start with the fewest possible variables first.
