You use one cup of water for each cup of uncooked rice. You end up with about 2 cups of cooked rice for every cup of uncooked rice. Different varieties, such as brown rice, take more water, up to 2 cups of water per cup of uncooked rice. If the resulting rice is too dry, you can add more water and restart the cooker.
I am not sure, but I believe that 16 cups refers to cooked rice, so you should not put more than 8 cups of uncooked rice in the cooker.
A qualification:
I make jasmine rice, which requires less water, so 1 cup of water for each cup of rice, with about 1/2 cup added "for the pot" works for me. If in doubt, just make sure there is about 1/2 inch of water above the level of the uncooked rice. 1 1/2 cups of water for each cup of rice works for most varieties. Exact measurement is not required to end up with a nice pot of rice, but too much water results in mushy rice that sticks together.
If you rinse or soak the rice first, less water will be required to cook the rice. Rinsing will remove any dirt and sand, and the rice will be less sticky and more fluffy. Be careful not to rinse too much, as a lot the vitamins are on the outside layer of the rice.
A correction:
I was a little sloppy with my estimate of how much cooked rice you end up with. You will have closer to 1 and a half cups of cooked rice for each cup of uncooked rice.

These are APPROX due to international differences but:
1 cup of Short grain Rice = 210 grams OR Seven and a half ounces
1 cup of Long grain rice = 200 grams OR Seven ounces

Most of my experience with the rice cookers is that they require a japanese rice Cup which is different than the japanese regular cup. makes a whole lot of not sense but i found a replacement cup at one of the local Japanese Markets if you had to you could use regular measuring cup and use the 160ml for your measure. also the cup has a "Inomata" on it so maybe the web can help you
