I do not think 12 blinks is related to the power supply. Its a tuner issue as far as I know. Are you sure its the power supply?

Does not turn on. Prior worked but shut off after about 30 min/blue on light flashed. Replaced Y board and now does not turn on but blue light on . Put the old Y board back, still does not turn on.

These blinks [flashes] are fault indication (Error Codes). From the number of blinks occur at one time switch ON, you can get an idea about the faulty circuit section inside it. This will make repair easy. These are called blinking codes. Make sure about the exact number of blinking of the standby/power LED, by switching On & OFF the set, for at least two times. Count it carefully. If you wish to get some details, check the site linked here. It has details about blinking codes, and fault locating procedure, to many popular brand TVs and other devices.

Blinking codes details of many popular brand TVs are given. Surf the site with patience.
If blinks continue without any pause, the main board is faulty.

For the last 24 hrs, our 50 in plasma has had no picture,no sound, but yet a blue light blinks 12 times, pauses blinks 12 times, what does this mean

Pioneer has this to say about the issue:

"On the models listed below, Engineering has determined this to be part of the normal operation, if the unit will power on.
If the unit does not power on, service may be required on the set.
Please contact our Plasma support at 1-800-421-1625.""

Powers off by itself

You need a firmware upgrade that has to be done by a tech onsite. I've done many of them. 12 Blue blinks is a TVGuide download trouble and doesn't hurt the set but a firmware update should solve it. If it occurs again after that you need the Main Assy replaced but make sure the firmware is updated on that also.
Problem will go away
Hope this helps

My 60''pioneer plasma blinks 12 times after i turn it on

looks like 12 blue blinks is a communication with the Digital tuner error. pioneer had a software upgrade/fix for this in some cases, others might need a new digital tuner pcb. I would unplug all power, wait 5 min, plug in (wait1 min) and try it again. If it is software, it should hopefully work. Make sure you pull your cable card if you have one. If it still won't turn on, you probably need the digital tuner board = $200-500 repair. Pioneer is usually very helpful, I'm really surprised they didn't help at all.. They'll want model #, serial # and date of purchase.
