I bought a vga to hdmi cable but i'm not getting a signal on my tv screen.
I think some of you are missing the point, the latitude d531 only has VGA output. The connection from laptop to TV MUST start out on VGA then switch to HDMI for the TV connection. So do you need a converter to do this or does d531 support digital output through the VGA port and you can just use VGA to HDMI adapter? Pretty sure that's the question.

Does this cable have a converter?
When you get a video you will not get sound as the VGA signal does not have audio, you need to connect an audio cable from.audio/headphone port on your laptop to the audio connector on your TV.
There are HDMI converters with Audio input so you do not need to connect an audio cable to the TV. The audio is connected to the HDMI converter and then passes the audio with the video data to the HDMI cable to HDMI port on the TV. Disconnect all cables and reboot your computer.
Turn off your hdmi TV as well.
When computer is already on, connect the VGA/HDMI cable to your computer and the other end to the TV.
Turn TV on then press Fn+F8 ONLY ONCE.

Have you tried another monitor on the VGA output? If that still doesnt work may need to set up in CONTROL PANEL>DISPLAY>SETTINGS>DISPLAY- should show another monitor fool around with that and see if you can get it to work, if so then try your tv, But ive never seen a tv with a VGA input? If the Vostro doesn't read the signal automatically try to switch the signal from internal to external using the Fn (function) key + one of the F keys above the number keys. This key is usually F4 but may be different for yours. Also, make sure the input is correct on the tv....

It is possible that your laptop drives EITHER its own display OR an extrnal monitor such as your TV. Look for a Screen Swap key on the laptop keyboard. It is usually a "Fn" key and requires you to hold down the "Fn" (Function) key whilst you tap the screen swap key. This key usually has a small picture of two screens seperated by a / . You just need a HDMI cable to go from the laptop to the TV. It is refered to as a patch cable. You then go into the TV menu and set it to component or in some cases it will say computer. The VGA on the TV just allows both style interfaces to be connected.

you then connect any VGA monitor up and push the same 2 keys and bingo , a working monitor.
or with the proper adaptor, to TV, VGA to HDMI not HDMI TO VGA>
the TV must have power on the hot plug, HDMI pins or the adaptor is born DEAD with no power.
