If toner bottle not rotation then the toner bottle motor is faulty. You can check does the motor work in service mode. But also it might be and the gears on the PCU to be worn out. If you need instructions how to check in service mode does the toner bottle work, please write a comment.
This service code C0070 is a universal code used by Konica Minolta to indicate a toner bottle rotation failure. These machines add toner by rotating the toner bottle that you install in the machine. Most of the time this code is caused by a toner cartridge that has been installed incorrectly or has become dislodged from it's holder. To clear the code open the front door or toner door and remove the toner cartridge/bottle from the machine. Close the toner door and if needed open then close the front door to reset the code. Let the machine run. This may take several minutes and will allow the machine to bring the toner bottle receptacle into it's home position. Once the machine stops running completely, then you can re-install the toner cartridge. If the code does not come back you are ready to go. If the code came back after removing the toner but before you re-installed it then you have either a dirty rotation sensor or a bad toner drive motor and will need service.

A few things could be wrong. 1. Check if the toner is not bad, all hard as a rock. If so replace it 2. Check to see if the toner bottle isn't dammaged. If so replace it. 3. The toner auger is clogged? Vacuum the whole toner hopper out so it empty then add a fresh new toner. If it adds toner you will know. If it doesn't then the ring the toner bottle sits in is siezed. Remove it and clean throughly. 3. If all that seems good your going to hafta get a new hopper unit.

There are 2 reasons that the toner bottle would not rotate. First reason is that the machine does not think it needs toner and is not trying to add toner. Is your replace toner light on on the copier?
The other reason would be that the machie is asking for toner, the toner light is on, but the bottle still does not rotate. In this instance you may have a defective motor or possibly the connector going to the motor has come loose.
