I don't know what type you have but most have 4 dip switches in the transmitter & receiver. The dip switches inside the transmitter will be near the battery. Match the settings to the dip switches in the receiver.
On most Ruud's if you find the main control board it will have "Blower off delay" and "Blower on delay" dip switches (Very small moveable switches that have only on or off settings) and the instructions on the board will tell you where to set the dip switches to get the on/off delays that you wish.
There is a small dip switch on the board. It may be set to disable. Location should be indicated inside case cover. If not download HP product bulletin.

Gas type is choice between LP gas and NG natural gas. Gas type programming is controlled with dip switch setting. I do not have service manual for product, and would not suggest changing dip switches without specific information beforehand.

You need to completely power off (wall switch or breaker) when changing the dip switches. Not just power off from remote because it will keep previous setting. I learned it the hard way....
